PAPIRUS
“Public Administration Procurement Innovation to Reach Ultimate Sustainability”

The overall objective of the cross-border PAPIRUS project is to promote, implement and validate Innovative Solutions for the achievement of sustainable construction through new Public Procurement process, focusing on Nearly Zero Energy Buildings.
The specific objectives of the project are:
- To Promote Strategic dual role of Public Procurers. On the one hand, the role of market maker, being the innovative technologies tractor. On the other hand, as early adopter, enabling the deployment of new directives of Nearly Zero Energy Buildings (Energy Performance of Buildings Directive5- recast (EPBD) is leading the transformation for new buildings.
- To develop a new procurement strategy focusing on the identification and assessment of innovation. The process will focus on the identification and evaluation of innovation from the technological point of view (including risk assessment). In addition the new process will integrate a methodology for common evaluating of the tenders from different administrations and different countries.
- To change the “purchase price only” mind-set. A key challenge identified by many public sector organisations is changing behaviour within purchasing departments – in particular using purchase price alone to decide between offers, rather than the full life-cycle cost of the product or service.
- To transfer from a local market to European market. This proposal will develop economies of scale, making special emphasis in innovative SMEs.
- To launch a Joint public procurement in 5 pilot sites.
ICT4ALL
“The social impact on ICT and their limited reach to potentially excluded communities. Measuring the problem and undertaking initiatives for its effective mitigation.”

Duration: 1.10.2006 – 30.09.2008
The main objective of the project is to develop a set of indicators capable of describing the degree to which the social impacts of ICT reach a number of exclusion prone social communities, in particular disabled, unemployed, immigrants, and older people and then disseminate knowledge to national and EU stakeholders on the ICT indicators for the exclusion prone communities and to propose policy instrument and technology amendments so that any observed exclusion maybe removed leading to a gradual removal of the obstacles that the exclusion prone communities currently face in enjoying the social benefits of ICT.
TRANS-IND
“New Industrialised Construction Process for transport infrastructures based on polymer composite components.”

The overall objective of the project is to develop a cost-effective integrated construction process that will enable the maximum capability of industrialisation of components for transport infrastructures (road and pedestrian bridges, underpass, containing walls, acoustic and safety barriers) using polymer based materials (carbon fibre, glass fibre, etc): the Trans-IND System. Project integrates the whole construction process fulfilling users and clients demands addressing their needs and requirements, social acceptance, standardization, on-site needs, nD industrial models, design, procurement, manufacturing process, logistics and assembly/disassembly.
GE2O
“Geo-clustering to deploy the potential of Energy efficient Buildings across EU”

The project is an outgrowth of the geo-cluster concept, which was introduced in 2007 in the Scope and Vision document by the European Energy Efficient Buildings Initiative. The geo-cluster map developed under the project is intended to serve as a multidimensional and dynamic tool that will help stakeholders to chart and develop attractive solutions to increase the energy efficiency of buildings according to the specific needs of different EU regions. One of the tasks of the project is to gather information on successful solutions, good practices and barriers accompanying the implementation of energy-efficient solutions in different EU regions.
